How Often Is CSE Receiving Ministerial Authorization to Launch Otherwise Prohibited Cyber Attacks - And Against Whom?

When the Government of Canada gives CSE permission to launch otherwise prohibited cyber attacks against Canada’s adversaries or engage in otherwise prohibited activity, CSE must submit an after action report. To date, these reports have not been made public. We recently obtained several of these reports through the Access to Information Act, and we are publishing them with an analysis of what they can and cannot tell us about this critical grey zone of the Government of Canada’s cyber activity.
